The issue is likely your Internet bandwidth. Try using a wired connection from your computer to your modem as opposed to a wireless one. Make sure the webcams are plugged directly into the computer and not through a hub or extension cable. Also run a speed test to make sure you have at least 256kb of upload speed.
Make sure that the matching drivers for the operating system used are installed. Check if the webcam is connected on your PC's USB port. Also, try connecting the webcam on other USB ports on your PC. The problem is either on the USB port or the webcam unit itself. Please reply if this has helped you.

Probably has corrupt driver.
Try disconnecting the Camera from the USB port and reinstall
the software program. When the program asks you to connect the
camera to the USB port, do so and it should work.
Hope this helps. Bud

your webcam might be having any irq conflict with any other device.
Right click on my computer (in winxp) then properties, click on hardware tab and see the list of hardware installed on your pc. right click on the camera software you've installed. in properties you'll notice a resource tab...see if you have any conflict message here.
If yes try reinstalling the cam.
hope it will work.
