I can understand how frustrating this much be. Make sure that your computer is connected to the internet and that you have the proper updates. If the music isn't transferring to iTunes from another source, then chances are you need to change the format. If the format is WMA or MP3, iTunes should play them. If your iPod isn't able to upload songs, I'd suggest bringing it in for a diagnostic there might be a hardware problem.

update it by going to Tools then "Check for Updates" once updated it, the version it says when opening tuneplus should say "Version 2011.01.19.0". if it doesn't have this version and it shows an older version. then uninstall it. once uninstalled, download and install this. this should solve your problem.

Another one more option is there for transfering the data between two systems either laptop or Desktop by a cross cable (LAN CABLE), buy a cross cable from shop and insert into RJ45 Socket (i.e lan socket) the try to transfer the datas.

There may be more than one issue going on here. In some cases, going to a version that is several versions later requires a stepped upgrade. 2003 to 2004, 2004 to 2006, then to 2009. There may also be data damage existing in the 2003 file that will prevent an upgrade, until it is resolved in 2003.
Intuit used to have a policy that it would have you send in a copy of the data file and would convert it for free if you were going to the latest version.
