Have you tried to boot in "Last Known Conf..." or "Safe Mode"? Try booting in these options first.
By enforcing the option to return BACK TO THE LAST KNOWN GOOD CONFIGURATION you have nothing to lose. Respond if you have already selected that option with no success?

Try this first if you download and install tune up 2010, it may fix your registry automatically for you however if it fails to, your operating system will continue to fail to shutdown. Device drivers are very well known for causing this error and if you have installed a new device and your computer is not picking up the new device properly, then the computer will not shut down. There are several forms of viruses that cause the system to stay on, power problems may cause the system to crash during a storm and thus damage the computer registry. A system defragmentation, cleanup, along with a registry clean would be the first best ideas. Then, if no success try this, Run a chkdsk command for teh ms dos command prompt (If you can get to it) and it will check your hard disk thoroughly. If it fix any problems found along the way as well. If you still have issues, go into the system under SAFE MODE and see if the computer resets on its own again, if it does, then it is more than likely NOT a device driver problem. Next, If you still find yourself in square one, REMOVE any last hardware you installed including the fan and setup something temporary to keep the system cool and from overheating. Try to go back in the system to see if everything is ok. If so, proceed with replacing the FAN that connects DIRECTLY to the motherboard with one that will power on and stay on as long as the pc is on with power and connects directly to one of your available molex cables. Finally, If the motherboard demands a fan be connected, just disabled th feature in the BIOS. This would be a quick F1 key and Del key on some systems.
There is another way to get to an MSDOS prompt. If you do not already have a boot disk or even boot floopy, go to microsoft dot com to download one for free. When you install the boot disk, ensure to allow it to detect all your devices, Ensure you check your chassis to SECURE that is closed!!! An open chassis will continually generate the same error your experiencing!!!! Once you see your system at a command prompt, run CHKDSK even thou I believe the problem is your chassis. Your motherboard should have a metal to metal detector, cable, senor of some sort to see if the chassis is open. This is a hit or run process which I believe we have a solution for.

I would download and run the registry
utility from iobit.com
It
is freeware and works then run CHKDSK/F.

I already tried going to last known good configuration and going into safe mode neither of these optios solved my problem
I can't get to the dos prompt. I tried running Safe Mode but this does not resolve the problem. I can't run the Pc without the chassis fan because I'll receive the 512-chassis fan error msg again. There is no molex connection available. I tried disabling the fan feature in BIOS but his feature is not available (Which really Baffles me cause I tried to do this 1st)
I've attempted to boot via F8 safe mode but I'm stuck in the this loop I get the Windows screen like it's going to load windows than I get the black screen with safe mode ....... I'm running windows xp professional.
