Do you have Windows XP and at least Service pack 2 installed.
Service Pack 2 comes bundled with the neccessary drivers for USB 2.0
In device manager under the USB heading you must have:
PCI to USB Enhanced Host Controller
In the list.

I installed a 4 port hub to speed up my file tranfer to a flash drive. The files transfer but not any faster then using the front usb ports. It is normal?

Yes. While the speed from the USB device to the USB hub may be faster (USB 2.0 protocol, rather than the slower USB 1.1 protocol), your hub is still connected to a USB 1.1 port on your computer.

My Mouse Fails To Work On One Of the USB Ports

I have had several ports go bad for no apparent reason. its happened on internal and external devices.
Frankly, unless this is a thing of principal for you I would just go and order a new hub from Amazon for a few bucks and be done with it. Even if its under warranty you would probably be required to ship the dead one back so that would cost more than getting a new one.
Just my 2 cents

The connection on the rear of the hub should go to a USB connection on the laptop, not a PS/2 connection. A PS/2 to USB adapter is used to connect a PS/2 keyboard or mouse to a USB connection.

4 port USB hub not working...

Try connecting the hub to another USB port. You may even connect this same device to another computer and check if that works. This will help isolate the issue better.

Installing USB Hub

After installing the USB controller card into a PCI slot inside your computer, connect the 4 port hub to it with the supplied cable. (at the back of the computer)
Do not connect the DVD Recorder to the old usb ports. They will still work, but obviously not 2.0.

Connecting the power supply for the hub is optional, but usually a good idea.

If your computer still doesn't recognize the hub, make sure you have all of the latest windows updates and try running Add New Hardware in control panel. Also, just unplugging the hub and plugging it back in will sometimes work. Use a different port on the controller card if necessary.

As a last resort, you may need to disable the onboard usb controller through your system bios.

Good Luck
