now if the refrigerator is leaking cold air from the freezer, that is normal, there should be a vent, or control handle near or inside the frigerator on the freezer side of the refigerator, you can open or close so you control how cold you want your food to be cold
IF YOU HAVE ALOT OF FROST ON THE BACK PANEL OF THE FREEZER IT IS A DEFROST T-STAT THAT CAN BE BAD IF THERE IS NO FROST FELL UP IN THE LEFT UPPER CORN OF THE FRIG SIDE SEE IF YOU CAN FILL THE AIR COMING OUT OF IT
Was it the damper control you replaced and it's still not adjusting the vent(damper)?
And is the cold air from the freezer being blown through the vent by the fan in the freezer.
The circuit board mainly controls the defrost timing and the fans. I don't know that it would solve your problem.
If the coil is not iced up then it is not a defrost problem but rather if the coils are not completely cold all over then the compressor is failing or the refrigerant has leaked out.
if the compressor is running your ref. should be getting cold. Their is a defrost timer but when it is in defrost the compressor shuts off. I think you do have a leak.
Check the vent at the top of the shared refrigerator wall for cold air from the freezer. If not, then you can either replace the motorized flap inside the vent or prop the flap open with a stick or something. The manual solution won't harm anything. The motorized flap is an over-engineered solution designed to create service calls. :<)
