I am sorry to tell your windows booting files or dlls are missing...only way to solve this is by repairing or installing a new version of windows.
if you dont have one..you could request for one from the microsoft website or download from online..they will be available if you google it

on the current situation, I suggest trying the following steps: restart
the computer and keep pressing F8; Use Last Known Good Configuration.
the issue still occurs after that, I suggest testing if we can boot
from a Windows disk. If so, please install Windows on another
partition and access your important data. After backing up those data,
you can use Windows disk to format the drive and reinstall Windows.
However, if we cannot boot from a Windows disk, the issue can be caused by incorrect BIOS settings or damaged hardware. I recommend contacting your computer manufacturer to check BIOS and hardware.
