There are many ways on how to reboot computers. Usually the term reboot means to restart the computer. If you would like to know how to restart it then just go to start->shutdown and it should give you a drop down asking you what you would like to do. Now if by Reboot you mean re-install the operating system, you would then need to call Toshiba and order some recovery discs (you may still have them).
Once you have the recovery discs, you may need to go in to the BIOS of the computer so you are able to make it boot from the CD instead of the hard drive.
Once you boot from the CD, everything else should be self explanatory.
Hi! You can try using the recovery partition of the hard drive of the computer, if the recovery partition is still alive, it will let you reinstall Vista back, you can inititiate this by pressing CTRL + F11 key whhen you turn on the computer. There will be no idication of recover on screen instead it looks like windows is startin to startup recovery. In the window you see below the active startup recorey there is, in blue, something like advance recory or something like that. When you press it you will see dell factory recovery. Hope this helps.
unfortunately when this happens it means your computer is suffering from a catastrophic system failure. In this case brought on by the hard reboot. you can reorder a set of disk from www.toshiba.com. sorry it's not better news.
