Hello,
This is by design. Western Digital and other manufacturers who offer encryption(locking) do this to prevent others from accessing your data without your permission.
If you wish to format the drive, you will have to unlock it, copy the files off to another drive or computer then reformat and copy the files back.
Unfortunately they do not have an option to unlock permanently without formatting.
