This sounds like the power supply in the monitor is dodgy and these arent easy or cheap to fix i would recomend trying to use another till you can buy another or if it is in warranty try taking it to the place of purchase and ask for an exchange

Turn on VS 17X Flat Panel Monitor and get a white screen Power light is on

old VS17 LCD.with nasty CCFL back laps.
did you know most CCFL LCD are now dead, from age,
most that is , used every day most the day. 20,000 hours life.
well its bad, and you want to fix a DEVICE that has no documents to support it, (schematics are not sold for it)
the operators manual is easy to find, posted links here to it vast times.
the other odd thing on this monitor is the power saver in its OSD
turn it off first and the timer by same name.
so it has the fact china, caps, desease as most did then.
learn that in electronics, when a cap shorts, it then blows up other parts, that are very hard to find, and buy, now.
some parts are contract parts (HP secret) with no real P/N used.
no standard P/N used, like chips and diodes and transistors.
sure there may be a fuse, did you look for one?
why not buy a LCD with LED back lamps, that have 3 good features,
1: it dont have CCFL 2010 and newer, wider the screen the more true this year.
2: and the LED back lamps last forever. mostly.
3: the caps wont blow up. the bad cap era is over.

buying this invites same problem set.

see used on fleabay, 2007 date stamped,\
fuses are marked, Fn (F for fuse and n for a number ID)
why bother? the labor to fix it is 5 times prices of new one.
buy refurb at walfart.

just be careful to look up any monitor to be sure 2 things
1: made 2010 or newer.
2: has the words LED back lamps in the spec.

Try this Turn off the monitor then unplug all the cables , press and hold down the power button for 15 sec , see whether there is any magnetic device near by the monitor , eg Anything which is made of Iron, or any metal, keep them away from the monitor , if this is not fixing the issue , i Guess the monitor need to be serviced !

It should be dry solder joints on the CRT board, the picture tube base is normally dry solder.
Opening the monitor could be tricky as there are two plastic locks which hold the top end of back cover.
