This sounds like the power supply in the monitor is dodgy and these arent easy or cheap to fix i would recomend trying to use another till you can buy another or if it is in warranty try taking it to the place of purchase and ask for an exchange

When I turn the hard drive on it beeps 6 times intermittently, it goes 1beep slight pause 3beeps slight pause 2beeps, and doesn't boot up as normal. Numbers 3 and 4 on the hard drive are lighting. The...

Has anything changed since it was working last? check that first
Next -- the Beep codes indicate a hardware problem --the PC was unable to POST(Power On Self Test-)-but DELL's beep codes closest to what you described is either 1-2-video card not detected or 1-3-1-1 which is Memory (RAM) error adn the PHEONIX beep code of 1-3-2 is Memory error also-- so be sure all cards and chips are seated properly--I dont think its the hardrive --a PC can still boot and POST without a hardrive.

Hi Nithya
Try this Turn off the monitor then unplug all the cables , press and hold down the power button for 15 sec , see whether there is any magnetic device near by the monitor , eg Anything which is made of Iron, or any metal, keep them away from the monitor , if this is not fixing the issue , i Guess the monitor need to be serviced !

Display on my monitor is shaking. I checked the videocard and even the power supply but it still didn't stop from shaking. I even try to use different monitor but the problem is still there.

1. Have you tried replacing your video card? If you have a back up video card use it temporarily and check if the display is still shaking.
2. How did you check your power supply? If you have digital tester then check the output voltage from the power supply connector, the yellow should read 12v and the read is 5v. If the readings is below the said standard volts, then its not stable, and you will need to replace it.
3. Last to check is the cord you are using to connect your monitor to the video card, If you have available, try also replacing this.
