First try repair and system restore, as stated.

If nothing else works create a different account in Windows (go to control panel>users). Create an account with administrator privileges. Log in using the new account and try installing the software from the new account. This will fix the problem in case that the troubles are given by corrupted Quicken user data in Windows.
If that does not work in some case you need to reinstall Windows.
Try all other options first.
There is a possibility that you will have to uninstall and reinstall Quicken, or obtain 3rd party help but just to see if it would help, I would use System Restore in Windows Vista Help and Support. You restore to date previous to that when the program stopped working. You will not lose any files, you will just restore your registry to a previous date and also negate many negative processes that could have affected the program.

I've uninstalled and reinstalled Quicken several times. No help. I will try the system restore after go to the quick books file repair link you suggested. I'll let you know what works. Thanks for the suggestions.
