Dishwasher seems to run a long time, lots of vertical play at center of lower spray arm - 1/4 to 1/2 inch. Pulled out lower rack and manually spun arm - chatters when spun (rocks up and down while spinning) Quite a bit of soap left in flip-open dispenser after cycle completes. Suspect arm is not spinning while running. 1) previous advice was to check the impeller - I removed the spinner arm, round screen cover (4 screws), 1 additional cover with curved side (2 screws) and can get no further looks like the adjoining piece with curved top will remove, but did not want to force. How to proceed?? (I removed and check the plastic tubing from bottom to top)
2) Motor and pump (?) cycle loudly, but do not hear spinner arm spraying anytime during cycle. - machine just cycles with a sploosh - hummmm sound over and over.
I did find two pieces of heavy transparent plastic tape in the bottom of the cabinet, about 4" long x 1" wide, one of which was partially rolled with thick white substance inside. Any ideas greatly appreciated.
Removed and disassembled inlet water valve - minature basket filter was clogged with white particulate which felt gritty. cleaned and reassembled and reinstalled. Works fine now. Idiot repairman never mentioned a filter but wanted to replace entire valve at cost of 140 dollars including service call.

A couple of scenarios could cause this problem but the simplest might be the way the dishwasher is loaded. The upper spray arm rotates when water is pumped through the vertical supply tube and into the arm. Make sure that you are not loading the lower rack with items that interfere with the rotation of the upper arm rotor. It might also be a good idea to verify that the feed tube that goes to the spray arm is securely connected to the vertical supply tube.
With your dishwasher empty, roll out the bottom rack. The feed line for the upper spray arm runs from a pump outlet directly behind the lower spray arm spindle. This tube runs up the back wall of the dishwasher and mates with the upper rack when it is pushed in.
This feed tube simply snaps into place in the bottom of the machine. It is a high pressure line that makes an immediade 90-degree bend towards the rear of the unit. They have a tendency to pop out. When and if it does pop out you get almost no water coming out of the upper arm and you lose effective pressure in the lower arm, too. The cure is to push that feed tube back down firmly into the port until you hear it snap into place. While you have the lowere rack out it is a good idea to clean the intake screen out and check for any debris in the intake well.

Dishwasher Spray Arms not Spinning
Be sure you are not blocking the spray arm for the top rack. If your dishwasher has a telescoping spray arm in the botton center that retracts when the dishwasher is off, be careful about covering it with the dishes
Steps: 1)Shut off power to the dishwasher at the circuit breaker and turn off the water line to the dishwasher by locating the shut-off valve, which is typically inside the cabinet beneath the kitchen sink. 2)Remove the four screws that hold the dishwasher kick plate in place. 3)Locate the motor,which is typically centered beneath the bottom spray arm. 4)Lower the dishwasher door and take out the bottom dish rack. 5)Remove the spray tower and spray arm assembly by unscrewing the bolt through its center. 6)Take out the filter immediately beneath the spray tower. 7)Disconnect the motor wires from the wiring harness,making a note of which wire connects to which terminal. 8)Disconnect the pump assembly and drain hose from the motor. 9)Remove the motor from the base of the dishwasher by unscrewing the four bolts holding it in place. 10)Repair or replace the motor and reinstall,taking care to reconnect the wires the same was as they were attached to the old motor. 11)Attach the pump and drain hose to the motor. 12)Replace the filter,spray tower and lower spray arm assembly.Reattach the center bolt in the spray tower. 13)Restore electrical power and turn on the water supply valve. 14)Run a test cycle to check for leaks underneath the appliance. 15)Replace the kick panel in front of the dishwasher.
