This is much easier on a computer than on a camera. Any video-editing program should be able to extract individual frames from a video. But bear in mind that it won't be a very good picture. Even HD video is only two megapixels, while just about any current camera will give you at least eight megapixels.
None of the Kodak cameras will give you this feature, probably because it is easier to do on a computer than on a camera.
