Your TV tuner is incompatible with win7 , however you can work with only by installing it's win7 driver.
i have a 8400gs VGA and if i don't install it's win 7 driver, it won't work properly!

I'm not sure wht version f windows you are trying to insal but, this s help link for wndows 7. It would appear that Win 7 has alot of issues with older software. Anyway I found a scanner in "Windws anytime upgrades" that gave me an idea of incompatable software and suggetions, ie Graphics card, to uninstall software before install of Win, then reinstall software after install of Win 7. I hope this helps you.

I have pixelview 878p+ tv card that is not installed in windows 7 what can i do

Prolink only lists drivers for that card to XP. Last update was in 2003 They probably will not offer a Win 7 driver, as they consider the card obsolete - sorry. It may run under Win 7 XP mode.
