Sounds like an Earthing problem.
I would remove keyboard and re seat the cable, try again.
If the problem persists then i would replace the keyboard.
Another thing you could try is install the keyboard drivers from the maker model site etc. Example, you need [function], [fn] keys to work and they usually need drivers that may not be included in Vista. Check out more diagnostics at www.powerjackrepair.com
