Solution: Restart and enable the FLEXnet Licensing Service. (Windows Only)
1: Open the Administrative Tools control panel.
2: Double click "Services".
3: Scroll down to FLEXnet Licensing Service on the list of service and double-click the service to open its properties.
4: Change the Startup type to Manual.
5: Click the Start button to start the service.
6: Restart Adobe Photoshop. (Or the installer).

Not the exact Toshiba Satelite #, but it is delaying everything I do. I have deleted photoshop, and photoshop elements. Deleted photos, and not much else I could delete. Defragged and Disk Cleaned.

Try this.
Go to START, RUN, type msconfig into the RUN box.
When this window opens click on LAUNCH SYSTEM RESTORE and restore your machine back to a time that it worked ok.

I think your Photoshop version is not registered, so installing on every system that is connected to the internet encounter you with this message.
I recommend you to reinstall your OS and then Install your Photoshop Offline.

Well I would think back to when you started having the Media center problems, and did you make ANY new software installs just before the problem started? If so remove the newly installed program, or try to use "System Restore" to restore your system to a time just before you started having the problems. If this does not work, please post the EXACT wording of the error, eg: "fault in module..." "called from...." or make a screen capture or the error window expanded with all info showing.

Here is an explanation of what NTVDM is: The NT Virtual DOS Machine (a.k.a WOW, or Windows on Windows), is a Win16 subsystem that runs under Windows NT, which allows 16-bit applications to run as if they were being executed on a DOS machine, with that machine's multitasking and segmented memory model. Because the system is multitasked 16-bit DOS and Windows applications cannot crash NT. However, 16-bit apps within a Win16 subsystem run the exact same way as they do on a DOS/Win 3.x machine; therefore, 16-bit apps within the subsystem can crash one another, or the subsystem. To prevent this, you can launch multiple WOW subsystems as long as your program does not communicate using shared memory. Windows NT will not allow NTVDM to execute instructions that try to directly manipulate hardware or memory locations. As a result, some DOS and Windows 3.x applications (such as games) may not run under Windows NT.
