The Problem is the Driver that you are using, insure that your driver is up to date and installed propperly. YOu can get the driver at the manufatcures web page or you can use software to do it for you if you and not certin of your hardware type. e.g driver magician, you can use google to find it.

Right click on the free space in the desktop and select properties. Then go to display properties and change settings to 32 Bit and Change the screen resolution to 1024 by 768 Pixels.

Pixels only goes to 640X480

When you cannot increase the screen resolution nor a higher color bit, this usually means the video driver has defaulted to standard VGA driver and 8 or 16 bit color.
Install or re-install the latest video driver for your model video card.
When the correct video driver is installed you will be able to change the screen resolution and 32 color bit.

I cannot get the Princeton VL 1716 to stay on the 32 bit color when I reboot.

This problem occurs when the incorrect video driver has been install in the computer. It defaults to generic VGA driver which does not allow any scope to change to a higher screen resolution and a higher bit color setting.

How can i upgrade my 16-color to 32-color

Are you referring to color scheme? If so, you should be able to right-click on an empty space on the computer desktop, choose Properties from the menu that appears. Then, in Windows XP, choose the Settings Tab. You should see a drop down menu on the lower right titled Color quality. In the drop down menu you can choose 16 bit, and should have a selection for 32 bit. Select the 32 bit, click Apply. Then the screen should change to that setting and ask if you want to keep those settings. Select OK and you should be good.

The monitor only displays either 1920x1080 resolution with Low (8 bit) color or 800x600 with High (32 bit) color. I have uninstalled the video card and monitor drivers and reinstalled them a million...

It appears that your video card does not support that resolution and color depth. If you've installed all of the proper drivers from the manufacturer, re-check the maximum specs - sounds like you're looking for HD (1080) and the card can't deliver in full color (32 bit).
