Your use of "and" is confusing. F8 is not used during the shut down process; it is used during the boot up process. Since you mention F8, it is presumed that you want to use F8 to get into "Safe Mode" instead. When you re-boot a running computer, very often you will not be able to use F8, but if you totally shut down, then start from scratch, you should be able to hold the F8 key down and it intercept the boot up process to handle things properly. Don't worry if you hear a lot of beeps during the boot up process with the key pressed; it merely means the keyboard buffer is receiving more key presses than it has room for. Since they all are F8, when the boot up process looks at the characters from the keyboard, it will see the F8 key, then display the menu options to boot into Safe Mode.
