When I find it hard to start a saw, lawnmower etc what I do is:
The fuel you poured in should ignite and cause the saw to start until it has burned that amount of fuel anyway. Sometimes that's enough to get the saw going. If not repeat the procedure 2 to 3 times. Don't be tempted to put too much fuel in or it will flood.
If the saw was left away with fuel in the carburettor for a few months it's possible that gel has formed in the jets which block the fuel getting through. If this is the case and the above procedure didn't work the only other option is to get a mechanic to strip down the carburettor and clean the jets.
