The red and white should be hot all the time for the fan to run even when the light is not in use. The black and white wires are used for the switch on the wall to turn the light on. Hope this helps.

The light leg should be hooked to a power source. If you have a separate wire from a wall switch, that's where it should be hooked. Otherwise, you can hook it to the fan leg and operate the light from the switch on the fan.

You must first try to check if there is a voltage coming to the fan motor. Try to use the wall switch turn it on then try to feel if there is any vibration from the motor, if you feel some vibration then the problem would be the starting capacitor.Good day and best regards hope this may narrow the problem.
