Have you tried on different machine
If you have and it works, then it is your computer; which could be numerous issues. I had a memory which would only work on my home computer if I plugged it in then then turned computer on but it would work no problems on my work machine. If it has driver software try uninstalling then installing while device plugged in. A lot of these flash drive devices whether be storage or media players are temperamental.
When you plug it in and unplug it does windows play a sound.
If it does not make the sound and it does not work on other computers then the device is faulty. Check the plug is not fowled or damaged otherwise its a goner!

Have you tried plugging other devices in using same USB port and cable?
yes i have tried and the other hardware works, but not the mp3...hmmm
