remove the setscrew.. your paint must be holding it on...put a knife and pry a little

I am trying to install it, not remove it. Its out of the bo so no paint on it. I can fully remove the set screw and actually have it out now. I was expecting the whole bottom piece to come off so I can actually put screws in it and mount it on the wall. The plate does wiggle a little without the set screw but does not seem to come off.
