As regards the IE problem, you had many infections on that system. Some critical files may have been damaged. I suggest you install IE7 and see if the problem persists or not. If you don't like IE7, you can uninstall it and revert to IE6 in Add/Remove Programs. (OR)
It may be a firewall issue. You can try going to Tools> Internet Options> Advanced Tab and unchecking Enable Third Party Browser Extensions under the Browsing heading.

Internet explorer might be corrupted and needs tobe rest to default.
click on start > go to control panel > double click on internet options > click on advanced button > then click on reset
after the reset restart the computer and then try to open IE again,
If still that doesnt work try downloading Firefox using the my document explorer
type on the encirled box this address to download firefox:
then click on firefox to install it. Now you can browse the internet again.
