Question about IBM NetVista PC Desktop

I was just going to start using this computer after storing it for a few months. However, it will not start up. I plug it in, turn it on, and then nothing happens. Key board lights do not turn on, neither do mouse lights, but the mouse and keyboard both work fine on an adjacent computer (and the lights as well).
The other thing I found very curious was that when I hold down the power button for as long as I want the computer does not turn off.
I'm not going to buy a new computer, so I don't know what to do.
Hit escape and then try turning off the computer. If computer will not start unplug cord running from the wall to the power pack and that should reset the voltage signal to the powerpack that the desktop is connected

There's probably a switch on the power supply that says 110 or 230 (something like that). Switch that and try again, both plugged in and unplugged.
