Because a dehumidifier is actually a air conditioner that runs very 'poorly' The way to get the water out of the air is to have a difference in temperatures ... remember in the 4th grade science class when the teacher talked about the DEW point? That natural law applies here.
Secondly, air i motion generally feels cooler than air not in motion. It is one of Newtons laws (I think)
