90kbps is a little slow. You should be getting closer to 175-200kbps. You have to remember also that the ISP only states that the speeds are "up to 1.5mbps", so that could mean that you get less than that.
I would try and run a speed test. Go to http://www.speakeasy.net/speedtest and run a speed test. If you're getting an optimal connection you should get results for download at 1300+ kbps. If it's much less than this I would restart your networking equipment one time and test again. If there is no change I would contact ATT and have them test the lines.
