To set the time. The top strip on the upright part of the stove , where the clock is, flips up. The directions are under it.

The F9 is a door lock latch circuit problem, either the motor latch or the control/power supply board will need to be replaced.

Electrical power is off on my Hotpoint 183D6027G069, even though power is on for all other appliances and all circuit breakers checked normal.

I'm guessing this is a gas / propane stove - so the power is likely 120v if in N. America. If this is the case, I would unplug the stove and plug it into another outlet. If none is close enough, you should be able to run an extension cord to determine if it is an outlet or stove problem.

The 120v is needed on gas stoves mostly for lights, electronics, clock, ignitors, etc. It is not for heating / cook of foods so a decent cord should be fine to use. If it still refuses to function on a known to be good outlet, the power outage you had has caused a problem in the stove and will likely require service.

Electric panel on stove is locked after a power outage everything else works fine, light and stove top, but panel to oven is not working at all it will not let you press anything

have you tried resetting the power to the complete stove by cutting the power to the complete stove and reconnect5ing after a few minutes, it might bring the normal operation to the clock and control circuit, I do not see any other component that would cause a lock up mode on the control panel other than the electronic circuit itself< AT ABOUT A HUNDRED DOLLARS IT MAY BE A GOOD IDEA TO HAVE A REPAIRMAN TAKE A LOOK>

Has it ever worked since the power outage? Have you tried unplugging it for about an hour and then plugging it back in. Sometimes that can reset the control board and solve your problem. I alway like to try the simplest things first.

Oven burnout

The oven is controlled by an Electronic Range Control (ERC). This is the clock assembly on the range. The surface elements are powered by infinite switches and do not go through the ERC. That explains why the clock assembly is dead, your oven does not work, but your surface elements do. You need to replace the ERC. If you can provide me with a model number (located near the oven door or bottom drawer opening on most ranges, on the back of the console on some) I can determine what type of ERC you need and how much it might cost you. Post back with comments and let me know if I can be of further assistance. I hope this helps you.
