I had the same problem on a 2008 JK Unlimited. I believe the contact is the overall issue, but I seem to have stopped it by pulling both horn fuses then popping them back in (both were still good). Maybe that reset the sensor? In any case, that was 1 month ago, and I haven't had the issue since. It had happened several times over the course of a week, and it may be worth noting that we'd had several days of 100 degree weather at the time.
You'll have to pull steering wheel to check but there's a contact ring under the wheel that has a pin that rides on it to activate horn. If pin bends breaks or dis-lodges you get "horn effects"

I have had the same problem on the same year model of a JK Unlimited. I believe it is caused by the contact ring -- however, I seem to have solved it by pulling both horn fuses in the fuse box, then popping them back in (both of them were still good). Maybe it reset the sensor? That was 1 month ago, and I haven't had the problem since. It may be worth noting that the horn issue came up after several days of 100 degree temperatures in our area.
