Question about Dell Inspiron Mini 10 Notebook
As always first remove the batterie (it could be shortd) than try again, if not successful plug an external monitor (to verify if it's the LCD pannel of the notebook, if still not successful remove every device/module you can (RAM,CD ROM DRIVE, HARD DRIV, NIC's, etc...) than power up if it starts re-install devices/modules ONE AT A TIME to target the faulty device... if it is not starting at that point it's probably the system board...
