The heatsink keeps the CPU from getting too hot and the fan cools the heatsink. These fans are temperature controlled by the BIOS firmware. When there are problems that need to be fixed(updated) Dell creates a new BIOS flash firmware which can be found on their website. Make sure your BIOS version is the latest. You can see which version you have while the laptop is booting, press F2 to get into that BIOS. My D600 ran hotter than I expected until I updated the BIOS firmware.

    I had A16 for my D600.
The fan were running fullspeed all the time.
Anyway to tweak/hack to solve the problem...??
    Thanks

You need to clean the dust off the radiator inside that cools the CPU, (you have to open the laptop) DO NOT BLOW AIR IN THE CASSING'S VENT becaus dirt will back up and clogg the fan, an other thing that could help is to re-paste the CPU (TAKE OFF THE CPU HEATSINK AND INSTALL NEW THERMAL PASTE)

Good luck!

The thermal sensor is built in the CPU, just to make sure that the readings are OK you could try booting witn a UBUNTU 10.10 live CD and check the temp again (I've seen it befor) some times the software that reads the CPU sensor can be off a lot, in UBUNTU just ADD TO PANEL the CPU TEMPERATURE ICON and verify if it reads the same thing, if not then dont worry if it does than it could be a defective sensor, try mesuring it with an electronic thermometer directly touching the heat sink
    good luck!

Don't worry most laptops nowadays run hot. your CPU will shut itself down long before damage occurs. try elevating your laptop to promote air circulation or place it on a cooling mat.

Be careful if you set it on your lap, some people have had minor burns from laptops setting on their laps for prolonged periods.

It is not the memory causing the issue. You either have a clogged fan and heat sink or a bad fan. This will solve most heat issues with the laptop.http://www.diefer.de/i8kfan/faq.html

Install this software and put the fan on manual high. That should help a lot if the fan is still working.

Processor speed

There is a SpeedStep hot key that you can toggle and a speed step utility if you have not installed it. Dell support has the utility and instructions as well as a manual to explain when the default is active. http://support.dell.com/support/index.aspx?c=us&cs=19&l=en&s=dhs&~ck=mn

I am using 1.6 m d600 proceesor.its speed gets slower to 600mhz when i run it on battery.i have checked bios but i would not find any thing please help me out

Intel Speedstep is throttling the processor to save power. You likely have to adjust the power management settings to ALWAYS ON to keep the processor from throttling down.
