Here's some basic tactics for you to try in order, until it works or...
Power it off and back on...
With it powered on, remove the battery. Put it back together and power it up.
If you can get it on, but it won't run something specific, make sure you have written down, or otherwise backed up any data (contacts, etc) that you don't want to lose. Then... try to get to the settings and do a reset. A basic reset will change phone settings back to factory default but should leave your data intact (but on occasion, something "happens" so best be prepared). If you have a "master" reset, that will certainly erase/clear the phone of all data and revert the settings back to factory default.
That may seem a little extreme, but you may be at that point.
If none of those work, you may have a hardware problem on your phone and not many technicians out there that actually work on the mobiles. It's generally more prudent to replace it in that case if it's serious.
