It may have dying power supply due to bad caps, that will be the first place to look.
There are more than one version:

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Will i need to get a power board or logic board to get my lg plasma tv working again?

You have some bad caps/resistors in there. They are about the only thing that can change value as you use the set and then revert to original condition. Transistors and diodes either work or do not work.

Best bet is to research carefully the symptoms on google and find out via a consensus of blogs what board is likely to be responsible for the anomaly. Look there and if necessary swap it out with known good board.

No power It will not turn on and have checked outlet seems like it is either getting no power or the power cord does not work

We had this same syndrome, and found out that in order to reset the Wii, leave it unplugged for about 20 minutes. Our model seems to be unresponsive if we leave it plugged in for an extended period without any use. Now we just leave it unplugged all the time, and plug it in when we want to use it. It works fine everytime now, and remembers all its previous settings.

Hope this helps.

Defrost cycles needlessly for extended time period

Without knowing what the problem was with the old board, you're not going to be able to figure much out, I don't think.

Did you check that temperature sensor I mentioned? You will have to pull the top off to get access to it. Normally found connected to one of the tubes for the coil, silver in color, with 2 wires connected to it, near the bottom of the base of the unit.

CM2015 15" LCD Monitor

Sometimes over long periods of tiem these buttons on the LCD monitor become lodged and they begin to stick. From frequent use the board that controls these small charges that allow the board on the mother board to know what button is pushed shortout or go bad, the pads beneath them go bad as well. You may want to purchase a new monitor! I repair these all of the time, sometime you just have to say goodbye! Sorry!
