this type of error message is related both with the printer and the ink cartridge. You may need to change your ink cartridge that you have purchased. Or you can reset the printer. I will give you instructions on how to make a reset on the printer if changing the ink cartridge will not resolve the problem

The kind of error you are getting is due to fault in the ink and print section so you can clean the print head with soft tissue and install the cartridge properly and check the vent of it and now reset the printer by turning on and disconnecting by pressing power button for 20 seconds
and hopefully everything will work out it the problem persists then you might have to replace the print head

go to hp.com. go to support and drivers go to download drivers adn software enter your pritner name and on next screen select operating system it says win 7 32 bit or 64 bit. to check click on start button on computer adn right click on computer then go to properties it will tell u under system type if it is 64 bit or 32 bit operating system. then select your operating system and download full feature software adn drivers.

I found this I know your error not in here but it may work for
It worth a try nothing to lose and it may work.
I know your error code is not in this but it some times it clean the error with this type of error number you can gave it a go try not harm it
Error code: 0xc18a0201, 0xc18a0206, 0xc18a0306, 0xc18a030a, 0xd0620130, 0x887dd03a, 0xd05d010d, 0xf0af8004, 0xc19ac3ff, 0xc18a050...
Reset the product:
1. Without turning off the product, disconnect the USB cable from the rear of the product.
2. Remove the cartridges from the product.
3. Wait for the 'Insert Cartridges ' message to display on the control panel.
4. Disconnect the power cord from the back of the product.
5. Wait 60 seconds.
6. Reconnect the power cord. If the product does not automatically turn on, press the Power button ( ).
7. Reinsert the cartridges, and then close any open doors on the product.
8. If you receive a prompt to print a calibration page, do so.
9. Reconnect the USB cable to the rear of the product, and then try printing again.

I read over the FAQ's and Troubleshooting on hp.com's website and couldn't find a reference to a 'restsart' condition over and over in a continuous cycle.
I was going to suggest unplugging it, but that you already tried.
I think there's something wrong with the board, but to replace would exceed the cost of buying a new printer. And I'm not sure if hp.com would even service it.
