Question about Apple iBook G4 Mac Notebook

When I turn on my iBook G4 the desktop, top bar and dock appear and then it just freezes. I sometimes turn it on and off about 6 times before any of the icons will respond to a click. Any advice would be greatly appreciated. Thanks

Have you checked Console to see if there are any obvious errors being reported?

Is there something in your login items that's causing the delay?

When you do finally get in, go to System Preferences and create a new user account. Log in with that and see if you get the same problem.

That account will probably be OK - so you can either use that instead or you can systematically remove 'plist' files in your original login to see if one of those is causing the problem. The files are at /Users/yourname/Library/Preferences. Move any files you think may be causing the problem, e.g. drag them onto your desktop. Note that settings in programs will go back to their defaults when you remove their preference files.

Desktop is blank except for the mouse which does move. There is no task bar and I am unable to boot to a CD holding down the C key?

By task bar, I am unsure if you mean the upper menu bar, or the Dock.
The Dock can be placed on any of the four walls of the screen. Approach each edge with the mouse and see if a Dock appears. If not, go to the Apple menu / System Preferences / Dock, and turn hiding off.
If, on the other hand, you have no upper menu bar, you have some sort of unusual system corruption, and may want to think about reloading the system.
There are two alternate ways to boot from a CD/DVD. One is to hold down the option key at boot, and choose the CD icon when it appears. Another is to hold down the four keys delete, option, command, and shift at boot—this is a much older sequence and less useful, but occasionally works when nothing else will.

My G4 kernel paniced and now will not fully reboot.  It tries to start.  It takes me to the screen to log in, the dock appears, but the icons on the desktop never show up and the menu bar only...

Take out the RAM chips and re-insert comes sometimes they don't get a good connection. Also, click on the blue apple and then click on about this mac to see if the RAM chips are identified and working. If not then, replace the RAM chips. Also, to to the system preferences and then click on accounts, and then click on login items. Delete all the programs that show up in the startup window, because sometimes they cause the system to boot incorrectly. Also, open up disk utility and click on repair permissions. All this mess should help you out a ton and then some.

have you gone into airport utility?
are you using an airport extreme? if so, reset it.
then delete the current wireless network, and try setting up a new one in airport utility.

Stuck on the restart your computer screen.

You may have installed something in the startup items folder that your mac isn't liking. 
When you turn the iBook on, press the shift key as soon as you hear the startup tone. hold it down until you see the gray apple screen. This will get you into safe mode, hopefully then you'll be able to fix whatever you did from there. If you are still at a loss, get in touch.

Freezing is a HD problem. Do you hear clicking sometimes? Sometimes on boot up is there a foler with a questionmark in it? I would get your hard drive looked at, this is the reason disc utility fails. Your hard drive has a hiccup.

You have a hard drive issue, this is why it freezes. DO you hear clicking sometimes in the laptop? I would get your hard drive looked at by a tech.
