There are two phototransistors and LED pairs in the CD and paper paths. They detect paper and turn on the motor. Clean these sensor/LEDs. If cleaning the sensor/LEDs does not fix the problem, then you might need to replace them. Do not work on the circuitry while the shredder is plugged in. It is NOT isolated from the power line.

If you want to attemp to take the machine apart, there should be a small spoked wheel called a pulse sensor that runs through U-shaped black device.
Blow this out as well as all electric devices inside.
