It sounds like the placement of your video card on the motherboard is not correct. Try plugging out your motherboard of the casing and place it on top of the motherboard box with the black cover. Then plug in your video card and turn it on there and see what's going on.
If problem still persist, get an older pci video card. Then upgrade the cmos and try it again.
