The problem you are decribing is one that many people with older machines experiance.
The USB Host controller in your machine is USB 1/1.1 while the device is an USB 2 device (much faster)
If this is a desktop you should be able to find a PCI card that will support USB 2
If this is laptop there are PCMCIA (cardbus) cards available for this also
