This normally happens when you pull the plug on a drive without using the "safely eject hardware" feature down in the task bar. If the device was writing when you pulled the plug it will corrupt the file system and the drive will in fact need to be reformatted to become useful again.

Sounds like the drive has failed. If windows sees a drive but cannot read any volume information from it, it defaults to thinking that it is looking at an unformatted storage device. You could try hooking it to a different computer, but if it is having a general read failure the result will be the same. Also if this is what is happening windows will not be able to format it either.
