If set 1-2 years old were you having to turn set on several times to get it to come on?
This is common and directs where the problem may be.
All sets have a shutdown circuit which were first designed in sets over 40 years ago---they monitor voltages in power supply and if things change beyond tolerance the latch or shutdown circuit shuts the set off. This was designed so a chain reaction could not happen and destroy multiple parts.
The green light could also be the set trying to boot up after a power loss or being unplugged---all sets have a standby supply that runs 7/24 if the set is plugged in---problems happen here with filter capacitors failing from heat (1-2 years) and if you have that I can tell you what to look at.
To answer you main questions:
Begin with voltage tests inside of the power board (follow ac cord to it) and see if they are present (most have the voltages marked on the board but not all).
The metal frame inside is chassis ground---the power supply has two different grounds--earth and hot in the power supply--means some voltages DC are measured from one ground and others from the other.
If LCD as model indicates it could also be any board anyplace in the set but you have to start with power supply.
Let me know as much as you can---been fixing sets for over 30 years and the technology has changed a lot but certain basic approaches remain the same.
Lets figure out the problem before providing a complete solution here.
The stnadby light should blink in a repeated pattern of a fixed count of blinks with a short pause inbetween. Please post that count. It will indicate the circuit that has the problem. Once we know that we can provide a solution.

thats why you got this TV for free I'm afraid. Your problem will cost more then the set is worth to have it repaired. Unless you understand how the differant circuits work, and know how to read a schematic, follow the circuit flow, and use a multimeter, this will not be an easy fix for you to do. There are components in the power supply that need to be replaced. Good Luck
This set has a problem in the horizontal sweep circuit or in the main power supply. Most likely a failed component, and the set shut down to protect the rest of the circuit. If you know how to read a schematic diagram and how the circuits operate, then you will need a good multimeter and an ESR type capacitor checker to find out the short in this set. Sometimes the CRTs(Picture Tubes) will leak the coolent fluid out and onto the printed circuit boards. Also sometimes the convergence IC's can cause this problem, but if that is the case the small little pico fuses will pop also. If you have had no solid state or printed circuit repair experience, play it safe and call in a trained tech. Good Luck
