To turn off the hourly chime just press the bottom right (wave/reset) button while in the normal time/tide screen. You do not need to go through all of the modes. Just one button press from the home screen. When you see the target icon disappear you have done it.
If this does not fix the problem then you should contact nixon

ROM FAIL means that the "Read Only Memory" of your watch has failed. It is one of the most important parts of a watch. It is a chip where data are being stored. I hate to tell you this, but in most cases the only solution for this kind of problem is to buy a new watch since replacing the ROM is not a sound idea.
A hard reset can also be done but it does not work most of the time. A hard reset is usually done by opening the back of your watch exposing the battery. Use a tweezer to touch the negative side of the battery and the circuit board of the watch (like doing a short circuit), this should be carefully done and if possible by a qualified watch repairman to avoid further damage to the watch.
