This is an old monitor, you should try it with another PC running XP to see if it does the same. More likely for the monitor this old to have bad DC filter caps by now as you can see in my SAMSUNG and other monitor albums.

I opened up 2 of my 906bw and found 3 caps in the power board bulging. They are C316, C112 and C113 they are all 25v 820uF
I'm going to replace and see what happens. Maybe try a higher V see if it helps longevity.
