You should first verify that the USB port can recognize a USB memory stick i.e. verify that the USB port hardware is working. If its is not, use Device Manager to reload the USB Host Adapter drivers.

If this is an external USB device (laptop or desktop) ...

the Device Manager will always locate the camera, if only as an Other Device or sometimes with the wrong driver in another device class. One possibility, if the host PC is a laptop, is check the Power Scheme. Set this to Always On, as this is supposed to (but not always..) stop Windows from turning off external interfaces (such as USB) to conserve power.

Check if the camera will appear in Device Manager on another PC. This will verify that the camera hardware is functional.

If this is a laptop built-in WebCam, it will usually appear in Device Manager under Imaging Devices. If it does not, I'd suspect that the camera hardware has a problem.

Let's assume that this is an external USB Camera. When the camera driver is loaded, the driver INF file is copied to a new file

C:\Windows\inf\oem.inf where is an arbitrary number.

When you plug in the camera, Windows PlugandPlay looks in C:\Windows\inf for the correct driver to assign to the device.

Windows can get confused about drivers, esspecially if you have attempted to reload the driver, or load a newer version.

If you do a search for all C:\Windows\inf\oem*.inf containing "Toshiba" or "WebCam" you should be able to locate one or more oem*.inf files that is the installed driver for your webcam.

Lets say this file is oem31.inf Delete this file and also oem31.pnf if its present.

This removes the last driver that was installed. Now, run Device Manager, and plug in the camera. If Device Manager can locate the camera (as an Other Device to start with), you should be able to reload the correct driver, either from the installed driver directory (if there is one) or from you camera CD.

My computer is not recognizing my webcam

Start, Control Panel, System, Hardware, Device Manager. (Or get to Device Manager any way you can.)

Look in the list of devices. Every part of your PC is listed here, whether it is plugged in outside or included in the plastic box that you call your computer. They are all separate devices.

Your camera should be listed under Imaging Devices. To see it click the Plus symbol + next to Imaging Devices. If it has a yellow symbol then it has a problem. Most likely is the need to install a driver. Click twice on the Camera and then Drivers and Update Driver.

I was having trouble installing the drivers for my creative notebook camera(its a VF0250) and i downloaded the latest versions straight from the website. when i would plug it in it said "device not...

you probably installed the wrong driver by doing that ..and what you need to do is go to the support site ..and download and install the correct one ...the camera need to be identified and to say that the device is installed and ready to use in order to work proper..
In order to provide you the proper driver ..I will need to know if this is a internal camera on a laptop ..or an external one ...and the exact model of the camera and the operation system that you have in ..
or ..here is the location for this webcam ..and choose the best driver and install it ...there are more than one ...if you are runing windows 7 be sue that it is compatible cause i kinda doubt it ..read all that is written there ..download them all ..and try them one by one ..but I will go for the 3rd one cause it seams the most complete one ..

open device manager and find the camera and see does windows recognize it ? the acer website puts new drivers for webcams ,try to update it . if your webcam driver is installed , you must see a folder on start menu/all programs that is acer crystal eye . it has an app that run the webcam and turned it on .
if device manager doesn't show camera , you should show it to service center
