Why does flame roll out of the burner chamber when gas to the burners is stopped?

the fire is held clear of the jet by the fact that the gas is coming out too fast for the flame to burn back to the jet
when you turn the gas off then the flame burns back all of the residual gas
Best have it checked out by an accredited gas mechanic.

Flame is burning too yellow instead of blue

The gas and air are not mixing right. There may be debris in the burner, upstream of the flame. If no debris, there may be a part of the burner that is not positioned right - if you can get to it, there may be a star shaped cylinder about the size of your pinkie that needs to be pushed down inside the throat of the burner. Just give it a push with a screwdriver until it stops. I hope this helps. Thanks for using FixYa. Al Kupchella

My hayward model H350 will heat the pipes up so fast it will melt the cpvc fittings out of the supply lines. How high should the flame be and how close should the flame be to the heat exchanger pipes...

Where was the 7in reading taken? Inlet or Manifold? With or without the burners running? You probably want to look at the manifold side and adjust the regulator in the valve to get pressure on the manifold side down based on the assumption your pressure is to high somewhere to get a 7-10" tall flame on the burners.
