I had a similar problem with my pc( OS=XP SP2) with the same external drive model. I was able to solve it by downloading and installing WindowsXP-KB908673-x86-ENU Hotfix Package from Microsoft Corporation. I hope it works for you.

I had the same issue. My PC would not recognize the external Maxtor 3200 hard drive, but the light was on, although feintly. Here is what I did. I went out and bought another Western Digital 500 GB USB hard drive, knowing that it probably had the same power supply. Got home and plugged the power supply into the Maxtor 3200 and immediately my Windows XP immediately recognized it and the drive was perfect. I checked with Radio Shack before coming home and they have the power supply needed there, with multiple choices on the size of the power input. The problem was the power supply cord. Now I have the Maxtor with all my media files on it and another that I will transfer files to as a backup

First, disconnect the power cable from the back of the external hard drive:

itz probably not normal anymore..it do happen while boot up or when hdd gets power..hdd consists of one or more solid n heavy platter(s) like gramophone media/disk in miniature, which is spinning at more than 7200+ rpm just on a single pivot which is thick just around a dot pen's nib..there is one lens each on both side of the platter of abt 1mm probably..and the whole assembly do function somewhat alike gramophone....
nw u cn understand how highly balanced they r..due to time, illegal shut down, moving/shacking/thud/shock to the hdd while in activity, may cause damage to it..and the first n common symptom is either no activity or 'ticking' noise (like 'tuk tuk' or 'kirr kirr')..!!
do claim warranty..report as hdd dead..don't tell itz physically damaged..
try contacting ur system admin/vendor without delay....
