They need adjustment and lubrication. You can get a book from the library to see adjusting brakes or take it and get it done for a small charge. I would opt for a shop to do it because without your brakes working right, you are endangering yourself and without the right tools you cannot get them perfect.. Remember your front brake does most of the work, like a car. The rear brake is the stabilizer, stops you from flipping but cannot completely stop you.
