You will need an amp meter. I suspect that the lower heating element is out or the thermostat.

Most water heater have a upper and lower element. The bottom is the main work horse.

Take the lower access door off and you can get to the wires to use a clamp on Amp meter. You should get a reading of 10 + amp if it is working. You can check the thermostat with the volt meter also to make sure you are getting voltage to the element . You should have 220 volts across the two wire attached to the element. The elements are not to hard to change. You will need to shut the power Off and the Cold Water off. Drain the tank to get below the bottom element and you will need to get a special wrench to unscrew the old element out of the tank. Hope this Helps

The element may be fine. There is a small door with screws, inside there is like a small wheel or witch, it is the internal thermostat. Many people turn them down to save energy.
If you household has grown or the weather is very cold then you need to move this thermostat higher. When you open the access door you will see the indicators in Fahrenheit degrees.
As usual be careful, unplug electricity before doing anything and if you feel not comfortable call an electrician.
If the element is broken, you will not have any hot water.

Were is cold water inlet and hot water outel on model 71-40d b

Cold inlet and hot outlet are marked on top of water heater.
Usually there is a letter or word embossed into the metal top.

If tank is connected, then turn on hot water tap for a few moment and feel which pipe is hot.

Cold water enters bottom of tank through dip tube located on cold side. If hot and cold are reversed, the water heater will not perform as expected.

Leaking at cold water intake

If your unit is leaking from the joint where the pipe actually meets the tank, the only solution is to remove the pipe, check the threads to make sure they aren't all beat up and scratched badly, then re-wrap with teflon tape clockwise while you're looking at the pipe's open end. Three wraps is usually sufficient,, then re-insert into the threads and tighten with a medium pipe wrench. Tighten until you can't turn the pipe any more.

Where is water shut off valve on Rheem Electric Water Heater?

The shut-off is not on the water heater.
The shut-off is usually located on cold water pipe that enters water heater.
See image of shut-off:

If shut-off is not located on cold pipe at water heater, then turn off water to house at water meter.

DOES WATER IN GO ON TOP OR BOTTOM OF HEATER

1) Low-boy water heater, cold water connects to lower inlet pipe and hot to upper outlet pipe.
Cold enters bottom of heater and then hot water rises to top where it leaves tank.
http://waterheatertimer.org/images/20-gal-heater.jpg

2) With larger water heaters both hot and cold connections are on top of tank, but the cold water goes to the bottom through the dip tube.

If pipes are reversed, the water heater will not work.

How does rhe hot and cold water hook up on a 71-40d which is which top and bottom

Tanks are marked with Hot and Cold.
1) If water connections are on top of tank, look for red marking or word HOT that shows where hot water pipe connects. Look for blue marking or word COLD that shows cold water connection.
2) If water connections are on side of tank, cold water connects to bottom one, and hot connects to top.

3) If hot and cold are reversed, the tank will not work.
Pipes on top of tank: cold water enters tank and is sent to bottom of tank in a long tube called the dip tube. This means the cold is on the bottom since hot water rises to the top. The hot water exits top of tank.
Pipes on side of tank: You want cold water to enter bottom, so hot water naturally rises to the top outlet.

I have a 40 gal Whirlpool single element 3500 mobile home hot water heater. I have replaced the element, thermostat, high pressure valve (because it was leaking) & flushed for sediment. In morning I...

One thing you will want to check is see if the cold water pipe on this heater is installed on the side or the top of the water heater. A Whirlpool Mobile Home Electric water heater should have the cold water pipe on the side near the bottom of the heater.
If it is not installed on the side of the water heater this can cause you to run out fast.
If the water pipes are installed correctly try contacting the manufacturer at 1-877-817-6750 and they can advise you.

I have replaced my electric water heater and I have checked everything I can think of and I still run out of hot water in 3 minutes. What on earth is the problem.

3 minutes?? does the water run cold then? or just warm?
Is this what the tank you replaced was doing? If so, then you may have: 1 a recirculating pump instant hot water system thats faulty and allowing cold water backflow into hot water piping. 2 A tempering valve that has stuck, allowing cold water into your hot water system.
Or maybe a broken or missing dip tube in your new heater.
If after 3 minutes the water is coming cold out leave that faucet running and go to heater and feel the hot water outlet pipe from the heater. if that pipe is hot then the heater is not the problem. If the hot pipe from the heater is cold the heater is the problem. (Make sure the cold pipe coming into the heater is connected to the Right side marked "cold" !) If there is a tempering valve by the heater: feel the output from the tempering valve, if it is cold and the pipe from the heater to the tempering valve is hot, then the tempering valve is the problem. If all these are OK somewhere in your plumbing system hot and cold may be connected possibly a faucet or showerhead that is shut off at the spout/head, but hot/cold handles are left turned on then cold water can backflow thru hot pipe.

Low amount of hot water

You say a very new water heater. You won't get 40 gallons of hot water from a 40 gallon water heater because the continuing influx of cold water will cool your hot water down. However, it appears that your bottom water heater element needs replacing. If the top element is bad, you'll get no hot water. If your bottom element is bad, you'll get "some" hot water. Try replacing the bottom element. DON'T FORGET to turn off the electricity AND water first (closeby towels are also handy)!
