Question about Toshiba 27A44 27" TV
This sounds like a vertical fold over.
This happens when the filter capacitors close to the vertical IC have failed or changed value. The are very inexpensive, and relatively easy to replace.
Remove the back panel. Locate the vertical IC. There will be a number of capacitors around it (3-4). I just replace them all. They cost under $1 each, so no testing, just change them.
