I'll assume your picture is already oriented properly (horizontally), i.e. you do not need to rotate it.
There are 2 modes for displaying the photo ... (1) the ORIGINAL mode - displays the photo in actual photo size, which may result in part of the photo not being visible on the screen, or, (2) the OPTIMAL mode - which reduces the size and resolution to best fit the screen.
To set image size mode, select the SETUP on the HOME screen display, then highlight and select the DISPLAY IMAGE SIZE button, and go from there.
The first (ORIGINAL) mode is usually the default mode. When you select the OPTIMAL mode, the picture will be scaled to fit the size of the screen ... but you may see "dark" bars (e.g. on top and bottom of the screen) if your picture does not fit the exact screen size.

I have a CRT tv and the picture is just a thin band in the centre of the picture tube. The sound is ok

That is called "Frame Collapse" because the picture "Frame" has collapsed into the single horizontal line.
It may be caused by dry joints or output failure of the frame output stage.
A fairly inexpensive repair.

Sansui SV2916 has a white horizontal line across the screen and there is a picture within that line. What causes the picture to be reduced to a white line?

That is called frame collapse because the picture "frame" has collapsed into a single line. The usual cause is dry joints if it went all of a sudden or capacitors if it took a while. The frame outpur IC may now have failed but not always.

I want to edit a picture. . . i want my picture have an pictures frame. . hw can it be

You can edit your picture and have it placed with boarders or frames. You can do this by using the MS Office Publisher 2007. Click flye'rs and select blank folder. Click Insert and click Design Gallery and click Marquee and choose your design then click insert object. You can drug the design to cover the whole frame and you can move it vertically and horizontally until you finish making with your frame. Then drop down your picture in the middle of the frame and drag it to cover the whole space and edit the appearance of the picture by clicking it. If you have some other conern fell free to leave a comment.

My 27" ( aprx 6 yrs old)Tv first had only a horizontal line across the screen about 1/2" wide, good sound but no picture, now it only clicks like its turning on and off when you plug the tv in, no pictue...

It has gone into a self protect mode where it will shut down because you have a fault in the frame stage of the TV (horizontal line). This will most likely be a failure of the frame output IC. Replace this & you should restore the normal picture.

Picture porportions are wrong, photo elongated

Had the same problem with mine. It happens when trying to display portrait, or vertical, pictures. I don't think there's a way to prevent it other than to display only landscape, or horizontal, pictures.

4.14.1 Understanding Viewing Features
Your LCD HDTV features four viewing modes and Picture-In-Picture (PIP)/Picture-by-Picture (POP) mode.
You can switch viewing modes using the remote control.
4.14.2 Viewing Modes
Normal Mode
The original 4:3 aspect ratio (1.33:1 source) is preserved, so black bars are
added to the left and right of the display image. Standard TV broadcasts are
displayed with a 4:3 Aspect Ratio. Movies in 4:3 Aspect Ratio may be referred
to as pan-and-scan or full frame. These movies were originally filmed in 16:9
(widescreen), and then modified to fit a traditional TV screen (4:3).
Wide Mode
When watching a standard broadcast or full-frame movie in this mode,
the display image is stretched proportionately to fill the TV screen.
When watching a widescreen (1.78:1 source) program or movie, the
display image fills the TV screen. If you are watching a widescreen
(1.85:1 or 2.35:1 source) program or movie, there will still be black
bars at the top and bottom.
Zoom Mode
When watching a widescreen (1.78:1, 1.85:1, or 2.35:1 source)
program or movie, the display image is zoomed proportionally to fill the
width of the screen. The top and bottom are cut off to remove most of
the source material’s black bars. This mode is good for programs or
movies with sub-titles.
Panoramic Mode
When watching a standard broadcast or full frame movie in this mode,
the 4:3 Aspect Ratio (1.33:1 source) display image is stretched
horizontally on the left and right sides to fill the TV screen. The center
of the image is not stretched.

Note: Viewing modes are saved based on input. For example, you lasted watched a DVD in widescreen
mode and then watched TV in standard mode. When you switch back to DVD input, the viewing mode
will return to widescreen.
