You mean SMS(Short message-Simply text messages) or MMS(Multimedia messages-rich media like videos,music...etc..) ?
If the problem is with the SMS,check your message centre number in "SMS settings".This number varies by network and you can obtain the number by calling to custommer care of your operator.
If the problem is with MMS,you need to enter a valid profile for multimedia messaging.The profile means a network access profile.For this case,you'll also need a valid data account.Nothing to panic,call your custommer care and sure they'll help you if they do support for MMS within their network.
By any chance,if those mentioned cases were not your problem,I think you should handover the handset to the place where you bought it and the'll check it.Otherwise you can do a software flshing(Need a knowledge in the field) and that is all under your own risk.
