If you remove the plug(s) so that the oil all drains back down, and some will drain back out of the muffler, it should start. But give a at least one day, maybe two. You may still have to put new plug(s) in it after it's gone. Check the fuel filter and see if you can see oil in it.
Take off the air cleaner when you get ready to start it and spray just a little starting fluid in the carb, Don't choke it. It will run rough and smoke like crazy, but after it runs a while it should be fine. It make take a few starts before it continues to run. At first it may run just on the starting fluid, but once the plugs fire up enough to burn the oil out it should run on its own.
Be sure and check the oil and if it seems like the slightest amount of gas in it, change the oil and filter.
Let us know how it comes out!

"top of the gas tank where the gas tube fits into the tank"
I assume you're describing the gas tank cap. if so, the o-ring is missing from the gas tank cap. You can find those at hardware stores.

The tank on that machine is a Husqvarna tank . The part # is 532 15 13-46 and you can get it @ your local Husqvarna dealer. To find a dealer near you just check the link below
http://www.husqvarna.com/us/homeowner/support/dealer-locator/ . About any recall on the tank you probably have to contact Husqvarna direct . Use "contact" on the Husqvarna site .
Hope this help

You will need to split the housing and remove the impeller wheel. In doing this you will have to disconnect the throttle cable and the switch assy. This can be a hand full if you have never done one.
In the future when you are purchasing a string trimmer or blower
or hedge trimmer, be sure that the starter can be removed by
removing 4 screws. This makes starter repair a 5 minute $10 job
instead of an hour $40 or more job. The problem is that you will
not find this in most home centers or box stores. You will have to
go to a full service dealer.

You will have to remove the seat and then the platform where the seat mounts, this will give you good access to the fuel tank. I know it looks like a daunting job but there are only about 8 or 10 bolts that hold the entire thing on and if you look it over before you start to find all the bolts, you can have it off it 10 or 15 minutes.
You can go here if the link works and see an exploded view of it:
Type in your model number then select Chassis and Enclosures
