your phone doesn't detects a bluetooth enabled device/phone, there are many
things to check on before you reprogram/flash your phone, first check if the
bluetooth device is on but is kept hidden as for security, you can select "shown
to all" option on the phone,
okay with the other phone then you can try restoring settings on your phone,
for restoring the setting you can go to settings menu of your phone and factory
settings or restore on your mobile phone, it depends upon the model of the phone,
for Nokia phone you can just go to settings>phone settings>restore and
the default restore code will be 12345.
